On the morning of December 27, 2023, the Department of Transportation of Hubei Province organized the pre-acceptance work of the "Digital Pilot Application Project for Safety and Emergency Response of In-service Expressways" of the Ministry of Transport at Yuexiu (Hubei) Expressway Co., LTD. Cheng Ping, the former safety director of the Ministry of Transport, Shi Xianping, the deputy director of the Hubei Provincial Department of Transport, and leaders and representatives from relevant units (departments) such as the Expressway Division, Ordinary Road Division, Safety Supervision Division of the Hubei Provincial Department of Transport, the Hubei Provincial Highway Development Center, and the Hubei Provincial Transportation Comprehensive Law Enforcement Bureau attended this acceptance meeting.
The research project of this department mainly relies on the Da Guang Nan, Han E and Han CAI expressways of Yuexiu (Hubei) Company to carry out comprehensive and integrated emergency response research and pilot construction in aspects such as risk monitoring, risk identification and early warning, and the digitalization and standardization system of the entire emergency response process. During the project implementation period, we overcame difficulties such as tight schedules and heavy tasks. We achieved remarkable results in the construction of an integrated risk monitoring and early warning system covering the air, space and ground, the design of a digital and standardized system for the entire emergency response process, and the research and application of an AI platform for advanced early warning and rapid rescue. A number of technological achievements with application and promotion value have been formed.
To complete the pre-acceptance work of the research project to a high standard, the Department of Transportation of Hubei Province invited renowned experts from the Ministry of Transport, the Highway Research Institute of the Ministry of Transport and other industries to form a pre-acceptance expert group. Cheng Ping, the former safety director of the Ministry of Transport (the responsible expert of the technical expert group of the pilot project of the Ministry of Transport), served as the group leader of the expert group. The acceptance meeting was presided over by Director Zhang Huan of the Expressway Division of the Hubei Provincial Department of Transportation. Zeng Liwen, the deputy general manager of Yuexiu Transportation, as the project leader, reported to the expert group on aspects such as the project background, subject objectives, and implementation completion status. The project team reported on the project's achievements, application and testing results, and accepted inquiries from the on-site expert group.
The expert group, after listening to the special report, watching the actual operation demonstration of the platform on site, and verifying the project materials, conducted a review item by item in accordance with the acceptance standards and evaluation indicators of the Ministry of Transport. They unanimously agreed to pass the pre-acceptance and formed the expert group's opinion.
The expert group gave full recognition to the progress of the project's work, believing that Yuexiu Transportation attaches great importance to the pilot application project of digital safety and emergency response for in-service expressways, has made sufficient investment, and the work has been advanced in an orderly manner, achieving phased results. The expert group also put forward requirements for the next steps of the project. First, it is necessary to sort out the relevant project materials well and accelerate the overall acceptance of the project. Second, it is necessary to do a good job in project summary to achieve measurable, visible and controllable digitalization of safety and emergency response, and form replicable and scalable experiences. Third, we need to make in-depth plans for the promotion and application of the project and promote its application on other in-service expressways.
