On May 6, 2024, Fan Jie, Deputy Director of the Environmental Protection Division of the Comprehensive Planning Department of the Ministry of Transport, led a team to Hunan Province to conduct an inspection and hold a discussion on the "zero-carbon" pilot project at the Changsha East Service Area of the Changsha-Zhuzhou Expressway. Relevant personnel from the Ministry's Highway Bureau, the Ministry's Science and Technology Department, and the Ministry's Science Research Institute, Ren Chengzhi, a member of the Party Group and Chief Engineer of the Hunan Provincial Department of Transport, and Wang Jia, Director of the Science and Education Division, were present. Zeng Liwen, the deputy general manager of Yuexiu Transportation, and Cao Fang, the general manager of Changzhou-Zhuzhou Company, accompanied the inspection.
The "zero-carbon" pilot project of Changsha East Service Area on Changsha-Zhuzhou Expressway in Hunan Province is organized by the Department of Transportation of Hunan Province, guided by the Science and Education Department of the Department of Transportation of Hunan Province, and specifically implemented by Hunan Changsha-Zhuzhou Expressway Development Co., LTD. The Changsha East Service Area is located in the middle section of the Changsha-Zhuzhou Expressway. With the theme of "green construction, zero-carbon operation, and open sharing", the service area focuses on pilot construction around four major tasks: clean energy substitution, self-consistent power generation supply, clean resource utilization of sewage and wastewater, and smart energy management and control. It aims to achieve zero carbon emissions during the operation period of the service area and promote the coordinated reduction of pollution and carbon emissions.
The inspection team first visited the Changsha East Service Area to learn in detail about the basic situation of the service area and the construction plan of the "zero-carbon" pilot project. Subsequently, the inspection team visited the Huanghua Interchange photovoltaic power Station and the Changsha-Zhuzhou Expressway Management Center Photovoltaic power Station, where they were briefed on the construction, power generation, application scenarios, and economic benefits of the power stations. Finally, the inspection team held a discussion with the organizing and implementing units of the pilot project, listened to the work introduction of the Hunan Provincial Department of Transportation in green and low-carbon, energy conservation and emission reduction, and the progress of the "zero-carbon" pilot project in the Changsha East Service Area, and exchanged views on the construction of low-carbon facilities in the service area, economic benefit management measures, energy integration and transformation, and future development directions. From a development perspective, forward-looking suggestions were put forward, requiring the reasonable reservation of green power capacity to meet the subsequent "zero-carbon" demands.
The inspection team highly affirmed the achievements made by Yuexiu Transportation's Changzhu Expressway in the integration and innovation of transportation and energy. They believed that the creation work plan of the "zero-carbon" pilot project of Changsha East Service Area was reasonably arranged, had good implementation conditions, the pilot implementation unit had implementation capabilities, and the financial support was in place, meeting the basic conditions for creating a "zero-carbon" service area pilot.
Next, Yuexiu Transportation Changsha-Zhuzhou Company will, based on its pioneering experience in the integration of transportation and energy, adhere to innovation-driven development, strengthen technological empowerment, and in accordance with the suggestions and requirements of the inspection team, based on its actual situation, continuously optimize the implementation plan of the "zero-carbon" service area pilot project to ensure that all indicators of the zero-carbon service area are met. Accelerate the formation of a replicable, scalable and referenceable construction and operation model to provide positive demonstrations for the entire province and even the whole country. At the same time, we will actively explore new models for the development of expressway resources, carbon emission rights trading, and the combination of green finance and zero-carbon transportation to contribute to the construction of a strong transportation country.
